Observation

Based on the information gathered during the site visit, a viewing of the video of the incident, interviews with the child care staff and referent and staffing with the licensing supervisor, it has been determined that Skylar Brockway's behavior were intimidating to the children during naptime - grabbing a child's blanket, kicking his mat, roughly carrying a child to another room and stomping around the room. Ms. Brockway has also raised her voice and yelled on this occasion and other occasions in the classroom. There is insufficient information to find that a staff person grabbed and yanked the child's arm during the naptime incident.
